薛涧坡博士现为厦门大学王亚南经济研究院、william威廉亚洲官方教授。北京大学经济学本科、硕士，香港中文大学经济哲学博士。曾任中国人民大学财政金融学院财政系副教授、系副主任。主要研究领域为宏观经济学、财政理论与政策、货币经济学。在国际一流经济学学术期刊发表多篇论文，包括Journal of International Economics, Journal of Money, Credit and Banking, Journal of Economic Dynamics and Control, Economic Theory, Journal of Mathematical Economics等，作为项目负责人承担国家自然科学基金（青年项目，结项优秀）、社会科学基金一般项目等国家级研究项目，多次获得中国人民大学优秀教学奖。

六、 报告摘要：

We propose a theory of self-ful?lling instability induced by capital income taxation. In a neoclassical economy with constant returns where the government adjusts capital tax rates to ensure fiscal sustainability, interaction between capital tax and utilization rates generates fiscal increasing returns and factor share redistribution to induce multiple equilibria. Self-fulfilling instability can occur in real-world economies, unless their depreciation allowances are sufficiently higher or tax rates lower than the current levels. Besides providing a novel and policy-based microfoundation for aggregate increasing returns, our results add a short-run motivation to the long-run approach to capital taxation calling for lower tax rates.
